Waldo's can print full color double sided on coroplast. I found them to be cheaper than my local print shop. Attached pdf. Decent price on white/blank 7.5" x 11" styrene too.

I think you can use any of the cheaper laser printers, xerox has one for under 500 that works well. I am researching them right now and was wondering if anyone knows a cheaper paper than about .50 per 8 by 11?

What is your customer like? Older woman, second homeowner?, average joe?, organic gardener? You need to find your best type customer and cater to them...don't try to reach everyone.
A laminator and plastic is often cheaper than outdoor paper. You should be able to get a full season out of the plastic.
Some of the newer inkjet printers use pigment inks that are a LOT more stable in sunlight.

I was just in your area last weekend. Beautiful, and the Coyote Kitchen in Boone was excellent. The hotel guy said it was a hole in the wall but had the best food and he was right. Anyway, I looked you up and found you open April 1 so just missed you. I visit family in Forest City so I'll be back. Heard you have a nice place.
